About David

David is a Consultant in Emergency Medicine and Co-Director of EmQuire, the QEUH ED Research Group. He leads a portfolio of projects focused on unscheduled care, particularly the intersection of data, devices, and clinical decision-making. His work spans collaborations with universities, industry, and the third sector to create innovative solutions that drive sustainable change.

As Clinical Director for Innovation at the University of Glasgow and Consultant at NHS Greater Glasgow & Clyde, David’s research explores decision-making in acute care and the interface between clinicians, patients, and data. He lead the Digital Health Validation Lab that supports industry and academic partners developing the evidence for healthtech adoption from concept, development, regulatory approval to market access.

About Penny

Dr Penny Kechagioglou is a senior healthcare leader with 22 years’ experience in the NHS and with active leadership roles in the public, private and voluntary sectors.

Penny is currently the Chief Clinical Information Officer and Consultant Clinical Oncologist at UHCW, the Chief Medical Officer for Icon UK, the Chair of the Healthcare Innovation Consortium’s EPR Network, the Chair of the Digital Health Networks CCIO Advisory panel and member of the UKDHC Executive committee.

Penny also advises the WHO Academy for lifelong learning in health and is a specialist advisor for the CQC and healthcare ombudsman. She chairs the NCIO charity, has been a board trustee member for two cancer charities, a supporter and patient advocate for an integrative model of cancer care.

Penny has completed a doctorate in business at Warwick Business School with a focus on innovation and leadership, an MBA from Bradford university, MSc in Public Health from the University of London and a Diploma in Digital Health Leadership from the prestigious NHS Digital Academy/Imperial College. She is the author of two books on leadership in healthcare, several book chapters, peer-reviewed papers, an active blogger in various healthcare journals, runs her own leadership podcast and presents regularly in national and international conferences.
